Start with operating capability
A minimum useful agentic system is not defined by the number of tools it can call. It is defined by whether a team can explain the task, the source rules, the decision boundary, the review route, and the handoff.
This creates a shared standard for discussing progress. A system can be modest in scope and still be mature if the rules are visible and the output supports a real workflow.
The minimum design stack
Use an approved source pack, a single task frame, explicit non-goals, a small evaluation set, and a named owner. Add memory only when the boundary is understood. Add orchestration only when the handoffs are already useful.
Readiness is a conversation
Before implementation, ask what evidence would make the team comfortable using the output. The answer usually reveals the review gate, the acceptance rule, and the place where human judgement should remain visible.
