The purpose of a taxonomy is shared judgement

A taxonomy gives teams a consistent way to name material and understand its relationship to an offer, audience, process, or risk. It is not a decorative folder structure. It is a decision aid that reduces the cost of finding and interpreting knowledge.

Begin with real questions

Look at the questions people repeatedly ask: which offer fits this situation, which source is current, who can approve this answer, and what has already been tried? Categories should make those questions easier to answer. If a tag does not support a decision, it may not need to exist.

Keep governance lightweight

Name who can create categories, who can change definitions, and how obsolete material is marked. This protects retrieval quality without creating a committee for every document.
